I agree with the writer because Japanese people's English level is low in Asian country. Usually Japanese people start to study English in junior highschool. and they study English about 9 years but many Japanese people cannot use to English. At last more and more Japanese yonger people started to study English. Japanese people should better study English more early and more use.

Yes, if we could so, we can talk to foreigners in english. If we can, our world would be big more.
